京津冀教育协同发展供需矛盾及应对策略

On the collaborative development of education in Beijing, Tianjin and Hebei
摘要/Abstract
教育协同发展是京津冀协同发展的重大国家战略内容之一，其最大障碍是供给侧提供的教育资源和服务与需求侧的教育需求在数量、质量和结构上不相匹配，出现严重的供需关系矛盾。具体表现是京津冀财政性教育经费投入悬殊，基础教育资源配置严重失衡，职业教育专业结构与区域产业结构不适应，高等教育结构布局不均引发教育不公等。京津冀教育协同发展需要避免教育需求侧思维误区，在供给侧改革背景下，破解京津冀教育协同发展的供需矛盾需要，在供给主体上，多元共治、明晰权责；供给内容上，调整结构、提升质量；供给方式上，精准供给，满足需求；供给环境上，提供保障，承继文化。
The collaborative development of education has been a national strategy of Beijing-Tianjin-Hebei integrity. It is found that the resources and services provided by the supply fail to meet the demand in quantity, quality and structure. Great disparity is observed in educational expenditure, a serious imbalance in basic education resources, the maladjustment between the professional structure of vocational education and regional industrial structure. Therefore, this paper is intended to account for the countermeasures to solve the contradiction between supply and demand, and make a fair platform for the collaborative development in Beijing-Tianjin-Hebei integrity.
