摘要：
党的十六大以来,以胡锦涛为总书记的中央领导集体高举邓小平理论和"三个代表"重要思想伟大旗帜,在国际局势发生深刻变化和国内改革开放进入关键时期,解放思想,实事求是,与时俱进,开拓创新,形成了以科学发展观为统领、以构建社会主义和谐社会为目标的治国新理念,深化了对中国特色社会主义建设规律的认识。
Abstract：
Since the 16th Conference of the Party , the new leaders headed by the General Secretary HuJintao hold high the banner of Deng Xiaoping theory and the Three Represents, take practical measures tofurther the reforms, promote the scientific values , enforce the rule by law , and thus improve the under-standing of the rules of construction of Chinese special socialist features.
