摘要：
在新的世纪里，大学德育既有突出意义又面临挑战。而德育规范因其工具性价值、自身价值以及对宏观教育环境的适应性理应成为解决新时期德育二难困境的首选思路。所以，在正确原则指导下，尽快制定一套德育规范体系并认真贯彻执行，今后的大学德育质量必将有其基本保证。
Abstract：
In the new century,the moral education in the institutions of higher learning is of great significance and will meet new challenge. The norm of moral education is the first choice in solving the problems concerning.moral education because of its own value,its value as a tool,and its adaptability to the situation of moral education. So,guided by the correct principle a set of norm should be formulated and thoroughly carried out so as to guarantee the quality of moral education.
