A creative account of the public schools via new perspective of economics

摘要：
从新制度经济学视角看，公立学校是用一个长期契约把教师和其他要素组织到科层体制内进行教育服务的生产组织。设计有效的委托人对代理人的约束—激励机制，降低代理成本，是学校制度创新的关键；构建一个具有活力的学校教育服务体系，需要启动一个开放的演化进程:内部竞争、外部竞争和政府职能转变。
Abstract：
Public schools serve,from a new perspective of economics,as an organization for the implementation of education abided by a long-term agreement with teachers and other components.The effetetive incentive mechanism is key to the low cost,and a vital education service system demands an open evolution with progressive changes of internal,external compititions and governmental functions.
