France is a country that has a developed higher education system in the western world. For 50 years since the ending of world Warll, France has developed a set of well-defined management system that carry out socialized services in matters concerning students' accommodation, and grant distribution. Higher learning institution itself is in principle only responsible for delivering teaching and conducting scientific research, while all of student service matters are delivered by a special agency in charge of providing student services. Much could be drawn from France's experiences in respect to ongoing reforms for service socialization in higher learning institutions in China.
