The tight budget for higher education:the present situation and the measures to be teken

高等教育经费紧张是一个世界性难题, 经费紧张直接影响到高校学生、教师和学术, 最终影响教育质量。导致经费紧张的原因是多方面的, 有直接的和间接的, 有内部的和外部的, 解决经费紧张的对策是“增源”和“节流”
Abstract：
That the budget is tight for higher education is a universal problem in the world, which has a direct bearing on college students, teachers and academic research, and eventually, the quality of teaching. There are internal as well as external causes for the tight budget. The way to solve the problem is to “increase income and reduce the expenses”.
