美国注册学徒制的改革进程及启示——基于社会伙伴关系理论视角

Reform Process of American Registered Apprenticeship and Its Implications: A Perspective of Social Partnership Theory

摘要:

注册学徒制是美国劳动力开发的模式之一,在技术技能人才培养中发挥了重要的作用。注册学徒制初建之时,政府主导立法建制;20世纪50年代到90年代末期,注册学徒制进一步受到法律保障,扩展了关注的社会群体,在体系日臻完善的过程中,逐步构建起由政 府、行业企业、职业学校等组成的社会伙伴关系网络;进入21世纪,注册学徒制在改革培养模式的同时,更加注重与教育体系的全方位合作,成立“注册学徒制-学院合作联盟”,并促进与高中教育的联接,彰显其教育属性。注册学徒制体系的社会伙伴各司其职,协同提 高技术技能人才培养质量,共同促进个人、社会和经济发展,为中国特色学徒制的发展提供了法律为基、组织互益、长效交往、经费保障等方面的思考与启示。

Abstract:

Registered apprenticeship is one of the modes of work force development in the United States, which has played an important role in the training of technical personnel. When the registered apprenticeship program was first introduced, the government dominated the establishment of the system with legislation. From 1950s to the end of 1990s, the registered apprenticeship system was further protected by law, which expanded the social groups concerned. In the process of improving the system, a social partnership network composed of government, industrial enterprises and vocational schools was gradually established. In the 21st century, while the registered apprenticeship has been reformed in its training mode, more attention was paid to its all-round cooperation with the education system. The Registered Apprenticeship College Consortium (RACC) was established. Its connection with high school education was also enhanced. All these measures manifest its educational attributes. The social partners of the registered apprenticeship system perform their respective duties, jointly improve the technical personnel training quality, and promote together personal, social and economic development. American registered apprenticeship provides valuable reference for the development of apprenticeship with Chinese characteristics in the following aspects: a law-based system, mutual benefit of the organizations, long-term interaction, and funding guarantee.
