In the special national context of running extensive education in a developing country, we are faced with many questions. For instance, how can we catch up with or even outdo the developed countries? How can we turn the heavy burden of population into the superiority of the educated? How can we enable all the descendants from the 900 million farmers to be university students? How can we help our nation with the restoration of prosperity in the new century? Needless to say, all these questions need answers from our higher educations, or a potential higher educational system that matches the rapid development of China. Out of the principle of optimizing educational resources and the reconstruction of the system, the writer of the paper is intending to introduce some tentative ideas of the reconstruction of the higher educational system.
