摘要：
科学发展观是一种全新的发展观,为我国高等教育的宏观发展提供了指导思想,也为高校办学特色建设指明了方向。在科学发展观指导下,高校要根据自身的办学实际,确定具有自身特色的发展战略和竞争战略,并依照一定的原则和途径进行建设。
Abstract：
The novel concept of the scientific development provides with the guidelines to the overall development of higher education in our country and the ways of running the schools with unique features. So the writers of the paper argue that higher educational institutions should combine the developmental concept with their peculiarities in order to work out their own strategies of development and competition to promote the actual process of construction.
