Theodore Shultz on the anti-poverty policies and strategies in rural vocational education
摘要/Abstract
摘要：
贫困与反贫困一直是人类生存发展的重大课题,我国农村人口负担沉重,至今仍存在较大量的贫困人口。如何将我国农村庞大的人口负担转化为人力资源优势、人才资源优势,进而从根本上解决农村的贫困问题?可依据舒尔茨的反贫理论,大力发展职业教育,开发农村人力资源,促进农村反贫目标策略的实现。
Abstract：
Poverty and anti-poverty has remained an important project in the human development.As Chinese population is a burdensome pressure,it is a key issue to turn the population into human resource treasure,so as to thoroughly solve the rural poverty.Likewise the anti-poverty hypothesis by Shultz provides with the strategies to develop the ruralvocational education,tap the rural human resources,and realize the anti-poverty objectives.
