自由和控制是大学和政府关系的主旋律。美国大学显著的自由和政府对大学的远距离的驾驭，构成了自由和控制之间良性的互动和平衡的互补。美国的大学与政府在自由和控制中成就了举世闻名的高等教育业绩。
Abstract：
The balance of freedom and control is the main theme of the relationship between American universities and government.As a matter of fact,the prominentfreedom of American universities and the remote control of the American governmentserve as an interactivity or complement,making a world famous achievement of a balance.
