At the early stage the Chinese educational modernization appears encouraging in the west of China,but the growth gradually slows down due to one cause or another.So at the break out of the anti-Japanese war,the educational cause comes across a great opportunity with the western movement of Chinese culture and education.A historical survey often shows both experiences and lessons in relation to the policy,external resources,the educational enthusiasm of the local areas,efficiency of the educational policies,the development strategy,and social environment in favor of educational improvement.
