摘要/Abstract
摘要：
2007年由国务院制定实施的师范生免费政策从一开始便与教育公平结下不解之缘。该政策一方面致力于为我国欠发达地区中小学培养高质量的教师,尽量缩小不同地区的学生在教育资源占有水平上的差异。另一方面,国家财政提供的"两免一补",可以使很多优秀的贫困大学生顺利实现自己的大学梦,减小了经济发展水平对高等教育公平的影响。但是,公平始终是相对的,师范生免费政策在促进实现教育公平方面的作用,依然存在有争论之处。针对这些争论,国家应该采取相应的配套措施,逐步完善师范生免费政策,使惠民的政策更好地落到实处。
Abstract：
The tuition - free policy for the normal university undergraduates that is in effect since 2007 is committed to the equal education and training would2be teachers for the poor regions. Moreover, the national financial support of the gifted students from the poverty - stricken regions helps many with their dreamsof higher education. The equality, however, is so limited that more work needs doing to benefit more.
