摘要/Abstract
摘要：
实行国家、地方、学校三级课程管理是新一轮基础教育改革的重要举措,它改变了学生的学习生活,也改变了教师的教学生活,赋予了教师课程开发的权力,但广大教师对此却表现出了一定的冷漠和不适。教师对课程改革的态度和参与程度将直接影响着改革的成败,所以,如何调动广大教师参与课程开发的积极性,提高他们的课程开发意识,更好地发挥他们的主力军作用,已成为师资培训工作的重要任务。
Abstract：
It is an important measure in the education reform to enforce a three dimensional management of state, local and school, which meets with an indifference of the teachers. Now that the teaching attitude is decisive to the success of the education reform, the writer argues for the development of the school - based curricular competence for the senior high school teachers.
