摘要：
农村义务教育在我国全面建设社会主义新农村、构建和谐社会当中,具有基础性、先导性和全局性的重要作用普及和巩固农村义务教育,是深入实施科教兴国战略和人才强国战略的根本保证实施农村教师素质提高工程,是教师队伍建设的重中之重。
Abstract：
The rural compulsory education is vital to the construction of the socialist new countryside and social harmony. The popularization and strengthening of the rural compulsory education ensures the science -based and talent -relied growth of the national power. Improvement of the quality of the rural teachers is key to the construction of the teaching troops.
