摘要/Abstract
摘要：
高等教育大众化条件下,国家整体教育投资满足不了高等教育发展的需要。根据成本分担与补偿理论,高等学校理应向受教育者收取一定数额的学费,以补充高等教育投入的不足。为了使暂时无力支付学费的贫困生有学可上,国家和各高校都采取了一定的措施,建立了一套比较完善的贫困生资助体系。但是,要彻底解决贫困生的问题,还必须对现有的资助体系进行改革,建立起一套更加完善的贫困生资助体系。
Abstract：
Under the popularization of higher education, the national investment in education cannot satisfy the need for development of the higher education. However, the cost-sharing and compensation theory renders college students to pay a certain amount of fees for higher education. To support the poor students for the study in higher institutions, a relief system has been established. However, the existing system needs more reforms.
