摘要：
西部基础教育境外项目总体上取得了很好的收益,不仅极大地提升了项目地区基础教育的整体质量,给项目地区带来了经济效益,而且也带来了广泛的社会效益,但是,在境外项目实施的过程中还存在一些问题,应找出解决这些问题的相应办法。
Abstract：
Whereas most of the foreign investments in the Chinese west education have achieved a good reward in both economic and social benefits, problems reveal in the implementation of the foreign - invested projects. The paper aims at solutions.
