A number of major issues of promoting rural reform and development were passed in October, -008 on the third session of the seventeenth CPC conference regarding the free rural secondary vocational education. This policy is favorble for the education preference by th rural junior high school graduates. The survey of the Poyang county of Jiangxi province shows that the junior high school graduate students increase their preference by-9. 8 % on the vocational education largely due to the presumable tuition-free policy. Moreover, such a stimulus to the educational level of parents and students, the family economic conditions and their performance take on an inverse correlation, indicating that the increased level of education, and the better economic conditions of the farmers help improve children′ s performance in schools. And meanwhile, stimulus policies will weaken. Therefore, the tuition-free policy stimulus only takes a short-term effect.
