Test of post tuition—free compulsory education：problem and way out
摘要/Abstract
全面实施城乡免费义务教育,是完善我国义务教育体制,促进义务教育均衡发展,推进教育公平的重大决策.在回顾中国义务教育百年梦想,实现城乡义务教育全面免费目标的同时,剖析义务教育免费之后的三大实践难题—农民工子弟入学、城乡教育资源占有不均及学生择校三大问题,并通过"提供经费保障,消除入学心理门槛"、"缩小城乡差距,实现教育均衡发展"、"强化政府责任,限期治理‘择校热’"提出解决问题的对策,以促进免费后义务教育的均衡发展.
The full implementation of free compulsory education in urban and rural areas marks an eventful policy to perfect Chinese education system, balance the development, and promote equitable education. This paper reviews the centennial dreams and efforts for free compulsory education. Governments and relevant education departments should be able to face the three tests in the difficult schooling of the children of migrant workers,school choice, and unequal educational resources. Proposals are given to solve the problems with prudent plansand improved policies.
