摘要/Abstract
摘要：
伴随着中国城市化进程,流动人口子女成为一个庞大的群体.虽然政府制定了保障流动人口子女接受义务教育的财政政策体系,但由于在教育实践中存在诸多财政困境,流动人口子女义务教育问题仍然是个未解决好的难题.切实解决流动人口子女义务教育问题,政府应采取以下几项财政措施:一是建立流动人口子女义务教育经费预算单列制度;二是建立地方政府间流动人口子女义务教育财政责任分担制度;三是建立中央政府"动态经费拨款制度";四是建立民办学校"政府财政资助制度".
Abstract：
In accompaniment to urbanization, urban population expands due to the of fsprings of the mobiledwellers. Despite governmental financial support of the children for compulsory education, problems remain dueto the shortage. The writer argues for measures to set up a special education budget, systems of allocations withlocal governments, central government dynamic budgeting system, and government—aided private schools.
