The rapid development of Taiwaris higher education brings about problems, such as lack and uneven distribution of highly qualified education resources. Taiwan leadership puts a series of reforms, setting up a regional teaching resource center, which takes collaborative development as characteristics, advances the resource integration, assists the teachers professional growth, and improves the college teaching quality and students' learning effect, and thus promotes the overall teaching level in Taiwan.
