摘要/Abstract
摘要：
山区低年级教学点作为义务教育体系中最薄弱的环节,面临着教师整体素质低、优秀教师短缺、年龄结构老化等突出问题.教师是教育的第一资源,农村义务教育师资队伍建设是推进义务教育均衡发展的关键,义务教育的均衡发展决不能忽视山区低年级教学点师资建设.为此,教育行政部门应当科学地推进山区低年级教学点师资建设,优化和完善政策工具的选择、组合、配置,让山区低年级教学点的孩子也能享受到优质师资.
Abstract：
Most Chinese rural primary and secondary schools have undergone reforms, but the low grade teachers in rural mountainous regions are ignored. They face great challenges due to their inefficient quality, number, and aging. Teachers are the primary resources of education, and it is imperative to perform the construction of teachers for rural compulsory education. The balanced development of compulsory education demands optimization of low grade teachers, and construction of the policies.
