摘要:
高校教师合理、有序的流动是推动高校师资队伍建设的重要策略.我国高校教师何以流不动?完善的高校教师流动机制尚未建立是主要原因.西方国家高校教师之所以流得动,是因其已建立起由保证机制、"流出"机制、"流入"机制和共享机制等共同构成的完善的高校教师流动机制.我国高校应通过逐步推行教师非终身制、吸纳"非升即走"制度和"非走不升"制度的精髓、完善教师公开招聘制度和健全高校兼职教师制度等,构建我国高校教师流动机制,让高校教师得以真正流动起来.
Abstract:
It is considered as proper for Chinese college teachers to change their places of teaching. However, there fails to be a proper mechanism. Consequently, the paper discusses the western experiences in relation to the freedom of changing employers as a system. Chinese colleges should implement incentives of mobile promotion, adopt the fair play in open recruitment or employing new teachers, and eventually abolish the so-called tenures.
