摘要：
现有规范考试的各种规章制度由于法律效力不足，整个考试过程没有可诉性的法律条文，大大降低了保障公正性和公平性的实施。而我国一千三百年的科举史上，伴随着科举考试的反复举行，各项规章条款逐步走向成熟，并促了成文法规的形成。清代将考试立法作为一项基本国策，针对科举考试制定了一系列条规，并专门定制《钦定科场条例》，内容涉及到考试过程各环节，是当时规范与约束考试行为的纲领性文件。研究古人对科场整顿、规范考试的做法，可为当今完善考试立法提供积极的参考依据。
Abstract：
The current regulations of examinations are not legally forceful, and fairness and justice cannot be fully implemented. The examinations are repeatedly enriched, integrated, for over 1,300 years in China, and regulations are quite standardized in Qing dynasty. All this is well worth learning for the modern examinations.
