英国现代学徒制发展的动因、走向及启示

Modern Apprenticeship System in the United Kingdom: Driving Forces, Development Trends, and Implications

摘要:

英国现代学徒制兴起之后,其发展动因与走向成为学界关注的焦点。英国现代学徒制的兴起源于多重因素的共同驱动:其在规范性方面相较于传统学徒制具有显著优势;回应了对高素质技能人才的迫切需求;致力于满足提升就业率和降低失业率的需要;力图弥合与其他国家在教育体系方面的差距;通过机制设计有效协同了学徒、雇主、政府与高校等多元主体的利益诉求。在发展走向上,英国现代学徒制呈现出五个显著趋势:一是层次结构不断高移;二是参与对象日益终身化;三是发展走向高标准化;四是将读写与计算能力视为核心职业技能的基石;五是更加注重理论知识的系统传授。这些经验为我国应用型高等教育的发展提供了三点启示:一是我国应用型高等教育必须对接劳动力市场的需求才能长远发展;二是应用型高等教育属于高层次职业教育,必须重视理论的学习;三是应用型高等教育走终身化道路是职业教育发展的应有之义。他山之石,可以攻玉,唯有实现教育供给与经济社会需求的深度融合、知识传授与能力培养的有机统一、职前教育与职后发展的有效贯通,应用型高等教育才能实现可持续发展并充分发挥其社会服务功能。

Abstract:

Since its emergence, the driving forces and developmental trajectory of the UK’s modern apprenticeship system have attracted significant academic attention. The rise of this system can be attributed to multiple factors: it demonstrates substantial advantages in standardization compared to traditional apprenticeships; it responds to the urgent demand for highly skilled professionals; it aims to improve employment rates and reduce unemployment; it seeks to bridge gaps in the education system relative to other countries; and it effectively aligns the interests of apprentices, employers, the government, and higher education institutions through well-designed mechanisms. Regarding its developmental direction, the system exhibits five notable trends: first, a continuous upward shift in its level structure; second, an increasing trend toward lifelong participation; third, a movement toward higher standardization; fourth, an emphasis on literacy and numeracy as foundational core vocational skills; and fifth, a greater focus on the systematic teaching of theoretical knowledge. These experiences offer three key insights for the development of applied higher education in China: first, applied higher education must align with labor market demands to achieve long-term development; second, as a form of high-level vocational education, applied higher education must emphasize theoretical learning; third, adopting a lifelong learning approach is essential for the development of vocational education. By drawing lessons from these international experiences, applied higher education in China can achieve sustainable development and fully realize its social service function through deep integration of educational supply with economic and social needs, organic unification of knowledge transmission and ability cultivation, and effective connection between pre-service education and post-service development.
