在趋同中激发内生力:我国省域高校分类改革政策创新扩散研究

Stimulating Endogenous Dynamics Amidst Policy Convergence: A Study on the Diffusion of Policy Innovation in Differentiated Reform in Provincial Higher Education Institutions in China
摘要/Abstract
分类推进高校改革的国家顶层制度设计通过政策实践得以实现,省域政策创新扩散是影响政策实践结果的关键过程。当前省域高校分类改革政策呈现政策趋同现象,反映了省域政策欠缺对高校主体的全方位观照,彰显地方特征的政策创新性不强,无法充分扭转高校传统办学路径,高校与省域发展耦合度不高,省级政府统筹高校分类活力不足等问题。省域高校分类改革政策创新扩散的趋同特征,既反映制度本身的适应性,也是制度环境共同作用下的产物。政策创新扩散的基本逻辑诱发趋同,在实践中表现为转型中的地方分权及强化绩效问责,进一步推动省域之间形成竞合关系并深化趋同效应。建议在遵循政策创新扩散的一般规律性的同时,探索兼具国家统一性与省域特殊性的政策阐释,建立融聚专业化与在地化的分类评估制度,激发省域高校分类改革的内生力。
The national top-level institutional design for differentiated reform of higher education institutions has been realized through policy implementation, in which the diffusion of policy innovation at the provincial level constitutes a key process influencing the outcomes. Currently, the provincial policies for differentiated reform of higher education institutions exhibit a trend of convergence. This reflects a range of issues, including insufficient comprehensive consideration of higher education institutions as core actors in policy design, weak policy innovation that fails to reflect local characteristics, inadequate capacity to alter the conventional development paths of universities, low alignment between institutional development and provincial goals, and a lack of vitality in the overall planning of differentiated development of higher education institutions by provincial governments. These convergent characteristics reflect not only the adaptability of the institutional framework itself but also the outcome of interactions within the broader institutional environment. The underlying logic of policy innovation diffusion tends to induce homogeneity, which manifests in practice as decentralized governance during transition and intensified performance-based accountability. These mechanisms further promote a competitive-cooperative dynamic among provinces and deepen convergent tendencies. This study recommends that, while adhering to the general principles of policy innovation diffusion, efforts should be made to develop policy interpretations that integrate both national uniformity and provincial specificity. It is also essential to establish a differentiated evaluation system that incorporates both specialization and local contextualization, so as to stimulate endogenous motivation in the differentiated reform in higher education institutions at the provincial level.
