美国高校教师延迟退休制度的历史发展、实践探索与基本特征

Policies on Delaying Retirement for American University Faculty: Evolution, Implementation, and Key Characteristics
摘要/Abstract
美国高校教师退休制度经历了从强制退休到延迟退休的重大变革。自1994年美国废除强制退休制度以来,为了应对高校教师老龄化问题并激发教师的学术活力,美国高校积极推行教师退休激励计划,构建了教师延迟退休的弹性发展机制及相应的保障支持体系,从而优化了教师队伍结构,有效保障了退休教师的合法权益。美国高校在教师延迟退休制度方面的实践经验,为我国高校教师延迟退休制度改革提供了宝贵的启示和借鉴。
The retirement system for American university faculty has undergone a significant transformation, transitioning from mandatory retirement to the adoption of delaying retirement policies. Since the abolition of mandatory retirement in the United States in 1994, American universities have proactively implemented faculty retirement incentive plans to address the challenges of an aging academic workforce and stimulate scholarly productivity. These institutions have established flexible delaying retirement mechanisms and developed corresponding support and security systems. These initiatives have optimized the structure of the faculty body while effectively safeguarding the legitimate rights and interests of retired faculty. The practical experience garnered from the implementation of delaying retirement policies in American higher education offers valuable insights and references for reforming the delaying retirement system for university faculty in China.
