Toward a Digital Compact: UNESCO’s Value Framework, Action Mechanisms, and Practical Experiences in Advancing Digital Transformation of Higher Education
摘要/Abstract
为应对全球高等教育数字化转型需求,联合国教科文组织提出以“数字契约”为核心的转型框架,展现出一种典型的复杂适应系统特征。联合国教科文组织立足于人文主义与社会契约的治理观念、借助全球报告与新兴概念推进思想实验,并以区域化与本土化布局形成合作边界。通过在全球机制复合体中引领政策战略、在多元利益相关方中创新转型生态、在高等教育权力格局中促进资源流动等举措,联合国教科文组织将全球高等教育数字化转型成效内化于高等教育系统的职能使命与管理效率之中。尽管面临全球教育与技术格局的复杂张力,联合国教科文组织依然坚持以人为本、全面且可持续的转型路径,为我国参与构建开放、协同、高质量与可持续发展导向的全球高等教育数字化生态提供了重要借鉴。
In response to the global demand for digital transformation in higher education, UNESCO has proposed a transformation framework centered on the “Digital Compact,” demonstrating characteristics typical of a complex adaptive system. Grounded in humanistic and social contract governance philosophies, UNESCO advances conceptual experimentation through global reporting and emerging concepts while establishing collaborative boundaries via regionalized and localized implementation strategies. Through three key mechanisms—(1) leading policy strategy development within the global governance complex, (2) fostering innovative transformation ecosystems among diverse stakeholders, and (3) facilitating resource flows within global higher education power structures—UNESCO internalizes the outcomes of digital transformation within the functional missions and administrative efficiency of higher education systems worldwide. Despite navigating complex tensions in global education and technology landscapes, UNESCO maintains its commitment to a human-centered, comprehensive, and sustainable transformation pathway. This approach offers valuable insights for China's participation in constructing an open, collaborative, high-quality, and development-oriented global digital ecosystem for higher education.
