数字教育国际合作：后DeepSeek时代高等教育国际化的中国范式

International Cooperation in Digital Education: China’s Paradigm for Higher Education Internationalization in the Post-DeepSeek Era

摘要：

数字化时代，全球教育合作版图与合作范式都在发生深刻变化，数字教育国际合作成为推进教育强国建设和塑造高等教育国际化发展新优势的关键途径。在DeepSeek浪潮推动下，中国秉持着加速高等教育数字化转型、深化高等教育国际化发展以及全面构建人类命运共同体的价值理念，形成了政府主导、高校支撑、社会赋能三位一体的数字教育国际合作生态，通过倡议引领、平台赋能、援助支撑、研究驱动和资源共享五种模式，推动数字教育国际合作，促进高等教育数字化转型与国际化发展。这一中国范式为后DeepSeek时代全球高等教育国际化发展贡献了中国智慧与中国方案，体现了数字化与国际化融合共生、价值理性与工具理性有机结合、构建网络空间命运共同体的教育担当三大内在特征。

Abstract：

The post-DeepSeek era has witnessed profound transformations in the landscape and paradigms of global educational cooperation. International collaboration in digital education has emerged as a pivotal pathway for advancing educational excellence and shaping new competitive advantages in higher education internationalization. Against the backdrop of the sweeping DeepSeek wave, China has developed a distinctive tripartite ecosystem for digital education international cooperation, guided by its commitment to accelerating the digital transformation of higher education, deepening internationalization efforts, and building a global community with a shared future. This Chinese paradigm features government leadership, institutional support from universities, and societal empowerment, operational through five key modalities: (1) initiative-driven leadership, (2) platform-enabled capacity building, (3) aid-supported development, (4) research-informed innovation, and (5) resource-sharing partnerships. These approaches collectively facilitate international digital education cooperation while promoting both digital transformation and internationalization of higher education. Characterized by three fundamental attributes — the symbiotic integration of digitalization and internationalization, the balanced synthesis of value rationality and instrumental rationality, and the educational commitment to constructing a cyber-community with a shared future — this paradigm offers China's intellectual contribution and practical solutions to global higher education internationalization in the post-DeepSeek era.
