The Evolution of Higher Education in Mexico: Key Issues and Reform Strategies

摘要：

墨西哥高等教育经历了殖民期及现代高等教育发轫期、扩张期、稳定期四个发展阶段。高等教育在治理体系、投资体系、质量保障、教育公平、服务区域经济发展及国际化等方面取得显著进步。但在高等教育发展的可持续性、优质性、公平性、均衡性、国际性等方面依然存在诸多问题，制约着高等教育的进一步发展。着眼未来，墨西哥政府提出学术再造，在行政流程、管理决策、资源分配及质量保障等方面进行重大变革，构筑了大学、政府和社会广泛参与的高等教育改革进路。

Abstract：

Mexican higher education has undergone four distinct stages: the colonial period, the formative years, expansion, and the current era of stability. Significant advancements have been made in management systems, investment systems, quality assurance, educational equity, regional economic support, and internationalization. However, persistent challenges remain in sustainability, quality, fairness, balance, and international engagement, hindering further progress. Looking ahead, the Mexican government has proposed an ambitious re-engineering of academia, aiming to transform administrative processes, management decisions, resource allocation, and quality assurance. This approach seeks to foster comprehensive reform through the active participation of universities, government, and society.
