科研项目绩效表现的影响因素研究——基于227项国家社科基金教育学项目的实证分析

On the Influencing Factors of the Performance of Research Projects: An Empirical Analysis Based on 227 Pedagogy Projects Funded by the National Social Science Foundation

摘要:

科研项目是支持开展高水平学术研究、产出高质量研究成果和培养拔尖创新人才的重要依托。影响科研项目绩效表现的关键因素有:高绩效的项目申请人、项目申请人的学术能力、所在学科水平及所属院校的声誉。其中项目申请人的学术能力对科研项目的整体绩效表现具有显著正向影响,论文总产出 及高质量论文产出均随项目申请人学术能力增强而同步增加;项目申请人所在学科水平对高质量论文产出具有显著正向影响,高水平学科的项目申请人能显著提升高质量论文产出,但在论文总产出上没有显著性影响;项目申请人所属院校声誉对科研项目的整体绩效表现影响不显著。基于此,基金主管部门可 建立以项目申请人学术能力为关键考察指标的项目评审制度,将科研经费适当向高水平学科倾斜,并构建质量导向的科研资助体系。

Abstract:

Research projects are effective support for carrying out high-level academic research, producing high-quality research results and cultivating top-notch innovative talents. The key factors affecting the performance of scientific research projects include high-performance project applicants, their academic ability, and the academic level and the reputation of their institutions. Among them, the academic ability of project applicants has a significant positive impact on the overall performance of scientific research projects, and the total output of papers and high-quality papers increase simultaneously with the enhancement of the academic ability of project applicants. The discipline level of the project applicant has a significant positive impact on the output of high-quality papers, and the project applicants in high-level disciplines can significantly improve the output of high-quality papers, but there is no significant impact on the total output of papers. The reputation of the institution to which the project applicant belongs has no significant impact on the overall performance of the research project. To improve the performance of funded projects, the fund authorities can establish a project evaluation system with the academic ability of project applicants as the key index, appropriately tilt scientific research funding towards high-level disciplines, and build a quality- oriented scientific research funding system.
