三螺旋模式下高校继续教育协同治理机制构建

Construction of Collaborative Governance Mechanism of Continuing Education in Universities Under the Triple Helix Model

摘要/Abstract

摘要:

继续教育在高校服务全民终身学习体系建设中应发挥重要作用,但是由于历史、管理等多方面的原因,高校继续教育出现了治理失灵现象。管理学上的三螺旋理论在高校继续教育协同治理机制构建方面具有适切性。构建高校继续教育治理机制的基本原则要体现目标一致性、未来潜在性、市场链接性和诉求相关性。高校继续教育三螺旋协同治理机制模型中:政府主导动力机制,以立法推动治理体系建设,以政策引导推动校企融通机制,设立项目助推深度合作机制;高校作为主体优化驱动机制,从体制上建立继续教育理事会模式,针对在职人员定期开发课程,为企业行业定向委托培养人才,以“互联网+”推动开发优化混合式教学模式;社会要加强主动参与机制,企业要吸引高校设立继续教育教学中心,并在高校设立各类奖励基金或研究机构,行业组织要牵头推进高校继续教育第三方评估机制。

Abstract:

Continuing education should play an important role in the construction of a lifelong learning system in colleges and universities serving all the people. However, due to historical, management and other reasons, there has been a governance failure in the continuing education therein. The triple helix theory in management is appropriate in the construction of a collaborative governance mechanism of continuing education. The basic principles include the congruence of the goals, being visionary of the future potential, orienting towards the market and correlating with demands. In constructing the collaborative governance mechanism model of continuing education in colleges and universities with learners as the center, the government should dominate the dynamic mechanism, promoting the construction of governance system by legislation, promoting school enterprise cooperation by policy guidance and setting up projects to assist deep cooperation. Colleges and universities should optimize the driving mechanism, set up the mode of continuing education council as the system mechanism, regularly develop courses for on-the-job personnel, undertake recruitment target training for enterprises and industries, and promote the implementation of the “Internet +” blended mode of teaching. The society should strengthen the participation mechanism. Enterprises should attract universities to set up continuing education teaching centers, and set up various incentive foundations or research institutions in universities. Industrial organizations should explore the third-party evaluation of continuing education in universities.
