大学智库建设:内涵、路径及挑战

Building Universityaffiliated Think Tanks: Conception Characteristics, Approaches and Challenges

摘要:

大学建设智库不仅是对大学功能的丰富和拓展,也会对大学组织和文化产生深刻的影响。大学建设智库必须明确智库的内涵、特征和功能,强调其学术属性,致力于提供原创性的、可实施的政策分析、政策建议。大学智库建设必须要与大学发展相得益彰,要有利 于大学自身比较优势的发挥,有利于人才培养模式改革,有利于教师发展和学科整合。大学建设智库要着眼于推动大学知识生产模式变革,注重知识动员,突出知识生产的“目的性”,要把智库建设与大学的综合改革紧密结合起来。但大学建设智库也面临着权力和知识 共谋、学术研究的经济主义倾向等伦理挑战,这在一定程度上会弱化大学的独立性,带来大学内部的文化冲突等问题。因此,必须采取更灵活的方式来适应这些变革。

Abstract:

The construction of think tanks in universities not only expands the functions of universities, but also has a profound impact on the organization and culture of universities. To build a think tank, universities must clarify its connotation, characteristics and functions, emphasize its academic attributes, and commit to providing original and implementable policy analysis and suggestions. The construction of think tanks in universities and the development of universities must contrast and complement each other and bring out the best in each other.University-affiliated think tanks should be conducive to enhancing the comparative advantages of universities, to reforming the talent cultivation mode, and to the development of teachers and the integration of disciplines. They should focus on promoting the transformation of knowledge production mode in universities, pay attention to knowledge mobilization, highlighting the “purposefulness” of knowledge production. Therefore, the think tanks should be closely combined with the comprehensive reform of universities. However, university-affiliated think tanks also face ethical challenges, such as the collusion of power and knowledge, and the economism of academic research, which will erode the independence of universities to some extent and bring about cultural conflicts within universities. Therefore, universities must be more flexible to adapt to these changes.
