Implementation System of General Education: An International Comparative Study
摘要/Abstract
对美国、日本、新加坡、英国、德国、法国等发达国家的通识教育体系开展比较研究,可将其大致分为显性和隐性两类,各国对通识教育的认知历史和实施体系有较大差异,通识教育的重心早则在中学即已结束,迟则贯穿大学阶段,这折射出通识教育仍存在较大 的复杂性和争议性。中国的通识教育在历史上受到较多外部影响,目前还在发展变迁之中。从各国经验来看,有必要将通识教育的研究范畴从高等教育扩展到中等教育,对通识教育的机制设计、实施阶段和课程安排也应将大学和中学综合考虑。在飞速发展的环境下,通 识教育理念应在教育体制中提早树立,统筹实施,助力学生全面发展。建立科学、可比的通识教育评价方法对通识教育的设计和改进有重大意义。
This paper makes an international comparative study on the implementation of general education in developed countries such as the United States, Japan, Singapore, Britain, Germany and France. The implementation system of general education could be categorized as explicit or implicit. Significant differences of general education in those countries are found from the perspective of historical understanding and implementation system. The main stages of general education in those countries could start as early as secondary education, or last as late as the entire higher education phase. Such differences reveal the complexity and controversy in general education. In China, general education has been affected by many external factors in the course of history, and it is still developing and changing. In view of the experience of these countries studied, it is necessary to expand the research scope of general education from higher education stage to secondary education stage. Higher and secondary education stages should also be considered as a whole when it comes to the mechanism design, implementation phase and curriculum arrangement of general education. In the rapidly changing contemporary world, general education should be introduced earlier and implemented more integrally in order to promote students’ all-round development. Establishing a scientific and comparable evaluation scheme of general education is of great significance to the design and improvement of general education.
