The Regulations of University Academic Committee of 2014 have defects in their legitimacy, coordination, operability and legislative technical specifications. In their implementation, there are problems such as the resistance from the regulated, insufficient ability of the law enforcement, incompatible legal environment. The functions of academic committees in universities should be re-oriented to the provisions of The Higher Education Law of the PRC. A legal responsibility system should be established to fill in the gaps in the operation of the rule of law, make up the institutional loopholes and increase the operability of the Regulations. More efforts should be made to promote the reform of higher education management system, strengthen the building of the law enforcement capacity, improve the environment for the rule of law, and provide support for the implementation of the Regulations.
