国际继续教育质量评估的核心维度与启示——基于六个国家和国际组织标准的共词分析

Core Dimensions of International Continuing Education Quality Assessment and Their Reference to China: A Co-word Analysis Based on the Standards of Six Countries and International Organizations

伴随继续教育的发展,国际社会愈发关注其质量评估问题。选取美国、欧盟等六个国家和国际组织的继续教育质量评估指标体系,通过共词分析法提取34个高频关键词,利用SPSS软件进行聚类分析,得到规划与管理、结果导向的多元主体反馈、过程导向的教与学三个主题类别、六个核心维度;利用UCINET软件进行社会网络分析,发现国际继续教育质量评估的发展趋势体现在加强继续教育机构的管理与组织建设、提高雇主和员工满意度、满足学习者需求三个方面。结合国际继续教育质量评估的核心维度指标与发展趋势,以及我国现状,可构建继续教育质量评估框架,在继续教育质量评估实践中,可引入自我评估,鼓励多元利益相关者共同参与,兼顾过程性指标与结果性指标,形成具备持续改进能力的继续教育学习型组织。

Abstract:

With the development of continuing education, the international community pays more and more attention to its quality evaluation. This study selects continuing education quality evaluation systems of six countries and international organizations, such as the United States and the European Union. By clustering analysis on 34 high frequency keywords with SPSS, which are extracted by the co-word analysis method, we obtain three thematic categories, including planning and management, result-oriented multi-subject feedback, and process-oriented teaching and learning, as well as six core dimensions. Through UCINET social network analysis, it is found that three aspects are reflected in the development trend of international continuing education quality evaluation: strengthening the management and organization construction of continuing education institutions, improving the satisfaction of employers and employees, and meeting the needs of learners. In light of the core dimensions and development trends of international continuing education quality assessment and based on the status quo of continuing education in China, we construct a quality evaluation framework for continuing education. It is suggested that related organizations should actively apply self-assessment, encourage the participation of multiple stakeholders, take into account both process and outcome indicators, and develop learning organizations of continuing education with the capacity for continuous improvement.
