后脱贫时代职业教育反贫困:积累性优势、发展性挑战与持续性路径

Anti-poverty Vocational Education in the Post-poverty Era: Cumulative Advantages, Developmental Challenges, and Sustainable Governance

摘要:

脱贫攻坚战全面胜利后,我国经济社会发展进入后脱贫时代,职业教育将开启新的反贫困征程。职业教育改革顶层设计的持续发力、职业教育脱贫的显著成效、乡村振兴战略的稳步推进,为后脱贫时代职业教育反贫困提供了积累性优势。产业技术深度变革引发的职业教育技能扶贫功能弱化、职业教育反贫困对象内生动力不足导致的返贫风险、职业教育反贫困管理精准性缺失造成的职业教育反贫困成效降低,使后脱贫时代职业教育反贫困面临着发展性挑战。基于职业教育反贫困的新形势、新任务、新需求,再造职业教育人力资源供给功能、重塑职业教育反贫困意识生态结构、健全职业教育反贫困治理体系,是推动职业教育反贫困持续发展的应然路径。

Abstract:

Having won the fight against poverty in 2020, China entered the post-poverty era in its economic and social development. Vocational education embarks on a new anti-poverty journey. Cumulative advantages have been made for vocational education to fight poverty in the post-poverty era in the following aspects: the continuous efforts from the top-level design of the vocational education reform, the remarkable achievements of vocational education in poverty alleviation, and the steady advancement of the rural revitalization strategy. Developmental challenges are as follows: the poverty alleviation function of vocational education skills is weakened due to the in-depth changes in industrial technology, insufficient endogenous motivation from the anti-poverty targets in vocational education gives rise to the risk of returning to poverty, and the lack of precision in anti-poverty management leads to the reduction of anti-poverty effect in vocational education. Based on the new situation, new tasks and new demands of vocational education to fight poverty, it is necessary to reconstruct the human resources supply function for vocational education, reshape the ecological structure of anti-poverty consciousness in vocational education and improve the anti-poverty governance system in vocational education for sustainable development.
