Online Education Governance: From Wild Growth to Standardized Development
摘要/Abstract
对一系列严重影响在线教育健康发展的乱象进行治理是结束其“野蛮生长”态势、从而在规范中健康发展的重要途径。在线教育治理要坚持正确的价值导向；确立鼓励和支持的政策基调；准确界定治理的对象和范围；实施问题导向等原则。主要举措包括采取明确市场准入程序，提高供给质量；压实主体责任，规范应用管理；完善多元参与体系，促进协同治理；加强支撑保障，确保落地见效等。但面对在线教育治理实践存在的现实问题，提高师生在线教育治理能力是基础，落实在线教育常态监管是关键，提高在线学习成效是目标。
Efforts against a series of chaotic phenomena that seriously affect the sound development of online education are vital to end the “wild growth” of online education and sustain its healthy development in a regulated way. Online education governance must adhere to the correct value orientation, adopt encouraging and supportive policies, accurately define the object and scope of governance, and stick to problem-oriented principles. The main measures include well-defined market access procedures to improve supply quality; clear-cut assignment of the responsibilities of relevant subjects and standardized application management; optimizing the multi-subject participation system to promote collaborative governance; strengthening support and guarantee to ensure effective implementation. However, in the face of practical problems in online education governance practice, it is necessary to improve teachers’ and students’ online education governance capacity, carry out supervision on a regular basis so as to improve the effectiveness of online learning.
