Deepening the Reform of Educational Evaluation: Reflections and Suggestions

摘要:

教育评价改革的认识基础是认清“五唯”的实质是非专业的“唯权力”,是评价主体权力集中。解决问题的有效方法是进一步放权,实行分级分类的多元评价。从有利于学生成长和教育均衡的目的出发,应大力鼓励各地依据当地实际设计相应的方案,实施增值评价。教育管理部门需要以更大的包容,充分利用第三方教育评价的评价结果,获得对教育客观、真实的评价,作为对教育绩效考核的依据。教育评价要充分利用互联网信息技术,做到趋利避害,不以统一、控制的思路将它们用于教育评价。

Abstract:

The basis of understanding educational evaluation reform is to realize that the essence of “Five-Only” is non-professional “only power,” i.e., the too centralized evaluation authority. The most effective way to solve the problem is to further decentralize and put into practice a graded, classified and diversified evaluation. In order to benefit students’ growth and balance education, various regions should be encouraged to design corresponding programs and implement value-added evaluation according to local conditions. Educational administration needs to be more flexible, make full use of the third-party education evaluation results, and obtain objective and authentic education evaluation as the basis of education performance evaluation. Educational evaluation should make full use of the Internet information technology, so as to avoid disadvantages and not to use them for educational evaluation in a unified and restraining way.
