摘要：

《国家中长期教育改革和发展规划纲要（2010-2020年）》颁布实施10年来，我国跨境办学取得了重大成就。我国跨境办学领域政策法规不断完善，实现了规模、质量和效益的进一步提升，形成了多样化跨境办学模式，并实现了体制机制创新。但是我国跨境办学尚处于初步发展阶段，跨境办学政策法规与体制机制相对滞后，办学规模急速扩张背景下质量问题日益凸显。未来，我国需要进一步加大跨境办学的力度，完善顶层设计和体制机制，全面提升跨境办学质量。

Abstract：

The Outline of the National Medium- and Long-Term Education Reform and Development Plan (2010-2020) has been implemented for 10 years. China has made great achievements in cross-border education, including: the policies and regulations have been continuously optimized, which has further improved the scale, quality and efficiency, formed diversified modes and realized institutional innovation. However, China’s cross-border education is still in the initial stage of development, and the policies, regulations and institutional mechanisms are relatively lagging behind. With the rapid expansion of the scale, the quality problems have become increasingly prominent. In the future, China needs to further expand the scale of cross-border education, improve top-level design and institutional mechanisms, so as to comprehensively improve the quality of cross-border education.
