我国高校基层行政组织变迁的制度逻辑 ——基于历史制度主义的分析范式

Institutional Logic of the Changes of Basic Administrative Organizations of Universities in China — An Analytical Paradigm Based on Historical Institutionalism

摘要:

大学的核心在院系,我国高校基层行政组织的调整和变革从未停止。基于历史制度主义的分析范式,从历史观的维度,以时间脉络对我国高校基层行政组织的历史变迁进行梳理,可以发现,其历经四个阶段:萌芽期、与学术组织兼容期、无序期和建构优化期;从结构观的维度,探析我国高校基层行政组织变迁的基本制度逻辑及结构变迁特征,发现其具有四个基本逻辑特征:从模仿国外到自我创新的理性回归、从矛盾冲突到调整妥协的多方博弈、从断层割裂到延续传承的交织发展和从激进变迁到渐进互动的路径转向;内蕴四重矛盾:洋为中用与自力更生、学术自治与行政权威、教育注重内涵与规模不断扩大和学科多元与行政机构单一。可以从聚焦重点突出的变迁逻辑、建构协调变迁的逻辑、坚持渐变动态式的逻辑、建构有序治理的逻辑四个思路重构我国高校基层行政组织的路径。

Abstract:

The core of universities lies in colleges and departments, whose restructuring and reform has never stopped in China. Based on the analytical paradigm of historical institutionalism, this paper combs the historical changes of the basic administrative organizations in universities in China from the perspective of history, and finds that it has gone through four stages: forming stage, stage when it was compatible with academic organizations, disorder stage, and structure optimization stage. From the structural perspective, it probes into the basic institutional logic and the characteristics of the structural change of the basic administrative organizations in universities in China, and finds that it has four basic logical characteristics: rational return from imitating foreign countries to self-innovation, multi-party game from contradictions and conflicts to adjustments and compromises, intertwined development from gaps and interruptions to continuation and inheritance, and path turn from radical change to gradual interaction. There are four contradictions in it: making foreign things serve China and self-reliance, academic autonomy and administrative authority, the connotation-focused education and the ever-growing scale, and diversified disciplines and single administrative institution. We can reconstruct the basic administrative organizations in universities in China from four aspects: focusing on the transition logic with emphasis, constructing the coordinated transition logic, adhering to the dynamic gradual change logic, and constructing orderly governance logic.
