区域社区教育信息化发展指数及比较研究——基于2018-2020年上海市社区教育信息化发展指数分析

A Comparative Study on Regional Community Education Informatization Development Indexes—An Analysis Based on Shanghai Community Education Informatization Development Index from 2018 to 2020

摘要:

社区教育信息化是教育信息化的重要组成部分,也是学习型城市建设的重要支撑。分析城市社区教育信息化发展趋势和区域发展差异性,可为促进可持续发展、实现教育公平提供重要依据。从上海市5区“城市社区教育信息化发展指数”(UCEIDI)调研与数据分析可以看到,城市社区教育信息化发展整体呈现持续上升趋势,各区发展呈现明显结构特征。研究表明:区域管理力度不断加大,但投入机制有待加强;平台建设和应用加强,但学习资源还需盘活;学习参与率大幅提升,但个体投入并未同步增长;组织学习能力明显增强,但学习效果有待改善。研究同时表明:各区发展水平存在差距,但差距有一定缩小;区域分类差距缩小且不够稳定,学习参与率差距明显加大;各区发展各有侧重,但难点问题突破不大。研究进一步揭示,疫情带来了某些指数的大幅提升,更带来了许多新的理念和实践创新,基于“新常态”的思考,发展指数将有较大的改进空间。

Abstract:

Community education informatization is an important part of education informatization, and also an important support for the construction of a learning city. Analyzing the urban community education informatization trend and the regional differences provides valuable reference for promoting sustainable development and realizing education equity. It is found, from a UCEIDI survey and data analysis of five districts of Shanghai, that the overall development of urban community education informatization is on the rise, and the development of each district presents obvious structural characteristics. The study shows that:regional management has been strengthened, but the input mechanism needs to be enhanced; platform construction and application have been strengthened, but the learning resources need to be invigorated; learning participation rates have increased greatly, but individual input has not increased accordingly; learning organizational ability is obviously enhanced, but the learning effect needs to be improved. At the same time, there are gaps in the development level of districts, but the gaps have narrowed to a certain extent. The gaps in different categories have narrowed with unsteady degree, while the gaps in learning participation rate have obviously increased. Each district has its own development emphasis, but little progress has been made on difficult issues. The study further reveals that the epidemic has brought about a significant increase in some indexes, and also brought many new ideas and practical innovations. Based on the "new normal," the development indexes have greater space for improvement.
