The “14th Five-Year Plan” period is the initial stage to realize the development target of “China Education Modernization 2035,” and a historical intersection for achieving the “Two Centenary Goals” of the CPC. In retrospect, the development and reform of China's higher education has made a good foundation in scale, structure, and environment. Looking ahead, China's economic and social development is facing new situations and tasks, which bring both opportunities and challenges to the development of higher education. Key tasks include building a quality assurance system for classified development; promoting the integration of vocational education and general education; promoting the integration of online and off-line learning; strengthening the cluster development strategy of higher education; improving the internationalization of higher education; promoting the modernization of educational governance system and governance ability under the guidance of educational evaluation concept of the new era.
