Education opening-up is an important part of China's reform and opening-up, and China is now the largest source country of overseas students in the world. The CPC Central Committee and the State Council attach great importance to opening education to the outside world. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has given a series of instructions on the opening-up of education, and education authorities, educators and researchers have realized the importance and urgency of the opening-up of education. However, since the outbreak of COVID-19 in 2020, the policy of international student in some developed western countries, led by the United States, has been increasingly tightened and full of reversals and zigzags, which makes it obviously uncertain to study abroad, especially in the United States, and has aroused widespread concern in the international community. Under the current situation and trend of Chinese studying abroad, the theme of peace and development has not changed, the trend of globalization has not changed, and China's policy of opening to the outside world has not changed. Therefore, it is imperative to dialectically understand the overall situation of studying abroad under the background of the pandemic, actively respond to it, and formulate practical policies and systems.
