实然到应然：地方高校地方性的评价与路径探索——基于湖南省7所高水平地方应用学院相关数据的分析

Evaluation of the Local Characteristics of Local Universities and Approaches to Acquire Local Advantages: A Study Based on Data Analysis of Seven High-level Local Colleges of Applied Sciences

摘要：

通过对湖南省7所高水平地方应用学院重点学科及其建设成效、重点学科的应用属性、地方产业契合度、来自地方的科研经费、毕业生留地就业率等办学指标分析，可以对地方高校习以为常的“地方性”进行综合评价和路径探索。研究发现，地方高校地方性与经济发展水平呈现正相关性，但呈现形态有所不同；地方高校的省域地方性较为明显，市域地方性尚未完全显现。从实然状态到应然状态，从以往粗放型的省域布局向精细化的市域布局转型，可以进一步强化地方高校地方性；而学科专业链对接地方产业链，可以使彰显地方性成为克服地方高校同质化办学的战略方向。

Abstract：

A comprehensive evaluation was made on the local characteristics of local universities that are often taken for granted by analyzing the key disciplines of seven high-level local colleges of applied sciences in Hunan Province with such indicators as their construction achievements, attribution utility, integration with local industries, scientific research funds from the local government, and local employment rate of graduates etc. Approaches to acquire local advantages were also explored. It is found that the local characteristics of local universities are positively correlated with the level of economic development, but have different forms of expression. The provincial local characteristics of local universities is evident, while the municipal local characteristics has not yet come into full view. A transformation from what it is now to what it should be and from the extensive provincial distribution to the sophisticated municipal distribution could enhance the local characteristics of local universities; and connecting discipline chain with the local industry chain could highlight local characteristics, a solution of strategic value for the problem of homogeneous education of local universities.
