Japanese Scholarship System for International Students: Achievements and Characteristics

摘要/Abstract

摘要：

日本自20世纪50年代起，陆续面向公费留学生、外国政府派遣留学生和自费留学生设立留学生奖学金，并在学术、经济、外交等层面都产生了积极影响。日本的留学生奖学金体系的特点主要包括：实施目的层次鲜明，遴选过程严谨细致，支持主体多元结合。借鉴日本留学生奖学金体系的相关经验，我国需完善来华留学生奖学金体系，制定层次鲜明的奖学金标准；细化奖学金申请条件，采用全面动态评奖方式；及时准确发布奖学金信息，积极加大对奖学金的宣传力度。

Abstract：

Since the 1950s,Japan has been offering scholarships to international students,publicly-funded,self-funded or foreign-government-funded,and has made a positive influence in the academic,economic and diplomatic fields.The characteristics of Japan's scholarship system for international students include:distinctive objectives in different levels; rigorous and meticulous selection process; joint support from multiple providers.Learning from the Japanese experience,China should improve its scholarship system for international students by setting up differentiative scholarship criteria; detailed specification of candidacy requirements; all-inclusive dynamic mode of evaluation; prompt release of accurate scholarship information; and intensified scholarship publicity.
