Strategic planning is a programmatic document for the development of universities. It plays a variety of roles, such as building consensus, setting goals and clear directions, promoting cultural innovation and leapfrog development. The main task is to study the life cycle and development of the university, and to design the vision for development and the measures for its implementation. The preparation of university strategic planning cannot be without a scientific theoretical basis. Experience shows that such theories as goal orientation, resource allocation, human capital value added (HCVA), organization reengineering and cultural innovation, are of great significance to university strategic planning. In order to make strategic planning a beacon to guide universities forward, it is necessary to improve its quality. Methods to be used include system planning, full staff planning, full factor planning and strategic research.
