The report of the 19th National Congress put forward the strategy of "Rural Revitalization." Education is a basic project to promote the integration of urban and rural development. "The rise and fall of the national fortune is tied to education." "Education is the foundation of a country." Under the environment of population migration, China's urban and rural education faces problems such as the large efficiency gap and unbalanced supply and demand. Taking Jingle County of Shanxi Province as an example, we conducted a survey on the current situation from the aspects of teachers, hardware, and funds, and analyzed them fom the needs of the balanced development of basic public education in urban and rural areas. In the process of rural revitalization, we can adopt corresponding development strategies to promote the balanced allocation of basic education services from the following aspects:school layout, resource integration, targeted poverty alleviation through education, education supervision, teacher training and the introduction of private capital.
