英国一流开放大学的办学经验及其启示

Experience of First-Class British Open University and its Implications

摘要/Abstract

摘要：

开放大学是国家构建终身教育体系、推进学习型社会建设的重要力量。建设一流开放大学更是实现全面建成小康社会和中华民族伟大复兴宏伟目标的重要保障。英国开放大学是世界远程教育的旗帜，它在不断探索办学的实践过程中形成了先进的办学理念、完善的治理结构、全面的战略愿景、合理的教研体系和健全的质量保障体系。要构建新时代具有中国特色的一流开放大学，我们必须大力发展现代远程教育、树立先进的办学理念、构建完善的治理结构、规划有效的战略政策、重点关注教学与研究，同时把质量作为开放大学发展的生命线。

Abstract：

Open university is an important force for a country to build a life-long education system and to promote the construction of a learning society. Building a first-class open university is a guarantee for building a well-off society in an all-round way and for the rejuvenation of the Chinese nation. The British Open University is a banner of distance education in the world, which has produced an advanced school-running concept, a complete management framework, a comprehensive strategic vision, a reasonable teaching and research system and a sound quality assurance system. In order to build a first-class open university with Chinese characteristics in the new era, we must promote modern distance education, establish advanced educational concept, build a sound management framework, make effective strategic policies, pay close attention to teaching and research, and make quality the lifeline of open university.
