On the 70 Years of Rural Education in China in Experiences, Problems and Countermeasures

摘要:

新中国成立以来我国农村教育发展经历了三个大的发展阶段:奠基发轫时期(1949—1976年)、改革发展时期(1977-2000年)、转型深化时期(2001-至今)。形成了宝贵的经验:坚持党对农村教育事业的领导,把握好教育改革的正确方向;坚持改革与发展相互促进,把握好教育优先发展的时代主题;坚持“服务三农”的政策导向,把握好农村教育的发展路向。着眼中国特色社会主义新时代,农村教育发展面临诸多挑战,县域义务教育优质均衡发展任重道远,乡村义务教育质量提升空间亟待拓宽,农村社会成员教育观念尚需转变更新。总结经验,正视问题,展望未来,中国农村教育发展必须要贯彻教育公平理念,大力推进城乡教育均衡;鼓励教育主体创新,不断提升农村教育质量;突出政府领导职能,转变乡村群众教育观念。

Abstract:

The rural education in China has gone through three major stages, namely, foundation (1949-1976), reform and development (1977-2000) and deepened transformation (2001-present). Valuable experiences have been accumulated in rural education in adhering to the Party's leadership of education reform, giving a priority to policy of serving agriculture, countryside and farmers. However, rural education faces challenges in the new era of socialism with Chinese characteristics. For instance, there is a long way to go for balanced and high-quality development of compulsory education at the county level. The rural compulsory education needs to be improved urgently, and educational concept of rural dwellers needs to be updated. In conclusion, policies of educational equity should be observed, urban and rural education balanced, main body of education innovated, quality of rural education improved, leadership of the government enhanced and concept of rural mass education renewed.
